Texas Child Mental Health Care Consortium

The Texas Child Mental Health Care Consortium (TCMHCC) was created by the 86th Texas Legislature to leverage the expertise and capacity of the state's health-related institutions of higher education. The consortium addresses urgent mental health challenges and works to improve the mental health care system for children and adolescents across Texas.

TCMHCC supports five initiatives:

• Child Psychiatry Access Network (CPAN)
• Perinatal Psychiatry Access Network (PeriPAN)
• Texas Child Health Access Through Telemedicine (TCHATT)
• Workforce expansion programs, including Child and Adolescent Psychiatry fellowships (CAP Fellowships) and Community Psychiatry Workforce Expansion (CPWE)
• Research

Key Programs and Initiatives

CPAN and PeriPAN

The Child Psychiatry Access Network (CPAN) provides primary care providers and pediatricians with telephone consultation and educational support for concerns related to the mental health of children and adolescents. Reproductive care providers can access the Perinatal Psychiatry Access Network (PeriPAN) for assistance with perinatal mental health care for their patients.

Texas Child Health Access Through Telemedicine

The Texas Child Health Access Through Telemedicine (TCHATT) program provides telemedicine and telehealth services to participating school districts. The program helps schools identify and assess the behavioral health needs of children and adolescents and provides access to mental health services.

Workforce Expansion

Community Psychiatry Workforce Expansion

The Community Psychiatry Workforce Expansion (CPWE) program provides full-time psychiatrists who serve as academic medical directors at facilities operated by community mental health providers. The program also supports new psychiatric resident rotation positions at participating facilities.

Child and Adolescent Psychiatry Fellowships

Child and Adolescent Psychiatry fellowships provide additional fellowship positions at participating health-related institutions of higher education.

Research

The TCMHCC research initiative has created two statewide networks across psychiatry departments at state-funded health-related institutions. These networks support the delivery of child and adolescent mental health services in alignment with the statewide Behavioral Health Strategic Plan.
