Consumer Rights: Access to Your Health Records and How to File a Complaint
In accordance with Texas Health and Safety Code § 181.105, as added by HB 4224, 89th Regular Session, effective September 1, 2025.
As a covered entity providing healthcare services, Texas Tech Health El Paso Student Counseling Services is committed to protecting your privacy and ensuring you can easily access your health records and address any concerns.
You have the right to request and obtain copies of your healthcare records. The information below outlines the three actions required by state law.
Request Your Healthcare Records
You may request access to or copies of your protected health information at any time in accordance with federal FERPA regulations and Texas law.
Requests may be submitted in writing, including through a portal, email, mail, or in person. Assistance is available upon request.

Student Counseling Services are facilitated by licensed mental health professionals, including Licensed Professional Counselors (LPCs) and Licensed Professional Counselor Associates (LPC Associates).
The Texas Behavioral Health Executive Council (BHEC) regulates licensed mental health professionals in Texas. If you have questions regarding licensure or professional standards, you may contact BHEC directly:

File a Consumer Complaint
If you have concerns regarding privacy, access to records, billing practices, or other issues related to your health information or services as described in Texas Health and Safety Code § 181.103, you may file a complaint with the Texas Attorney General's Office.
